Optimasi Kinerja Sistem Sisi Udara dengan Pendekatan Pemodelan Sistem Dinamis

Abstract
Peningkatan pergerakan pesawat yang tidak stabil dengan kapasitas landasan pacu (runway) yang tetap dapat memicu ketidakseimbangan antara pergerakan dan kapasitas, yang berdampak pada penurunan kinerja sistem sisi udara. Penelitian ini bertujuan mengevaluasi kinerja historis dan proyeksi sistem sisi udara di Bandara Soekarno-Hatta serta menganalisis dampak penerapan skenario optimasi menggunakan pemodelan sistem dinamis. Model ini telah divalidasi dengan margin error rata-rata kurang dari 5% pada variabel DP, DAC, GDP, dan POP. Hasil simulasi menunjukkan bahwa skenario optimasi 1, 2, dan 3 mampu menurunkan rata-rata utilisasi runway masing-masing sebesar 21,7%, 14,0%, dan 32,6%, serta mengurangi biaya tundaan tahunan sebesar 66,8%, 34,1%, dan 72,8% pada periode 2020–2030. Meskipun skenario 3 menghasilkan penurunan terbaik, skenario 1 direkomendasikan karena memberikan pengaruh yang signifikan dengan perbedaan hasil yang tidak terlalu besar dibandingkan skenario 3.
